Update Verdaccio

Let's update Verdaccio once https://github.com/verdaccio/verdaccio/issues/1328 and https://github.com/verdaccio/verdaccio/issues/1329 are sorted. We had to work around these issues in a fork that @willsmythe created. See https://github.com/facebook/create-react-app/pull/7096 and https://github.com/ianschmitz/create-react-app/pull/2 for more context.
