Investigating #7561 (closed) #7665 (closed) I found updated version of style-loader as a root cause. So my suggestion is to downgrade to v0.23.1 to be able CSS modules hot reload to work as expected.
Also updates to newer versions of style-loader will be impossible for now and require some more work and investigation #422. Maybe we need to wait until webpack v5 release.
