* Update stylelint-config-twbs-bootstrap to 0.9.0

* Add `scss/dollar-variable-default` rule

This rule was removed from `stylelint-config-twbs-bootstrap` (https://github.com/twbs/stylelint-config-twbs-bootstrap/pull/27) in favour to add it here.
