Now there's only one command needed to run the docs: `npm run docs-serve`.

Also, simplify the npm scripts.

Add missing trailing slash after #29144

This was missing since the Hugo switch (d95d3002).

No more Ruby dependency and most important more than 10 times less build time (at least on Windows)!
