Kept `eslint@6.1.0` since the newer versions have a bug that affects us.

This might fix the build failures we are getting.

Held babel back due to issues with `objectSpread`.

Notably:

* bundlesize 0.15.3 → ^0.17.2
* eslint-plugin-unicorn ^8.0.2 → ^9.0.0
* terser ^3.17.0 → ^4.0.0

No more Ruby dependency and most important more than 10 times less build time (at least on Windows)!
