ie8 sticky footer with sticky navbar scrollbar

In we look at this example: http://getbootstrap.com/examples/sticky-footer-navbar/ in ie8, windows 7, there is a scroll bar on the window of the size of the footer. In other browsers, namely chrome, safari, firefox, the scroll bar doesn't appear.
