Peace of Sunshine is in Catonsviille but that's pretty close to EC. The Crystal Fox in Laurel also isn't too far away.

I'm like 95% sure Nest in Clarksville has a good incense selection. I know they have a really great candle selection, but I'm sure I've seen incense there as well.
I know Whole Foods has; can’t recall if you can smell first and acknowledge they don’t count as local.
Also: surprisingly, as I found out today: Walmart. At $1-$2 a pack. Maybe a dozen different scents. (And thanks, all, for the suggestions!)
There is a store on Main Street in old Ellicott City that sells incense. They display it on a table on the sidewalk.
Any Indian grocery stores.
the five below next to aldis sells wildberry incense. 4 sticks for a dollar. bit of a selection.
I was going to suggest Patel Brothers in Catonsville, when I saw your comment.
I can’t remember the name of the Arabic market in the same plaza as Cazbar but they carry a decent incense selection . Or Dirtflower @ Dirtflower Crystals may have something as well as good smudge sticks. Tell him the sparrow sent you!
