Assume it isn't. We had 2 there were supposed to be and the builders screwed up the installation and both burst (7 years apart). Get those styrofoam covers that you can attach to them.

I HATE doing plumbing and cutting open my walls and repairing two of them was not how I enjoy spending my time.

When you close the tap, it has a feature where it purges the tap of all water if it is frost resistant. You can tell that it has this feature as it blows water out even with the tap all closed.

You can just follow the pipe inside to where it connects to a water source and see if there is a shut off there.

Just pull the stem from the outside. Shut off the water, remove the handle, the nut behind the handle, and unthread/pull the stem. If it is long, then it’s frost free.

I'd hit the local hardware store for a "Faucet Cap" it protects on cold weather. Also, if you found the line, wrap insulation around it. Since it's Canada, check to see if a warmer is used, I know some places have block heaters for cars.

That looks like a frost free to me. At the very least though, take off the 4 way attachment you have on there. That can prevent the frost free hose bib from draining the water it needs in order to prevent freezing and bursting.
