This is probably the Guadalupe River below Canyon Lake. The Comal River doesn’t go near Canyon Lake and for the most part isn’t this muddy. Comal is spring fed, runs through the city of New Braunfels, and only flows 2.5 miles before it hits the Guadalupe.

Thankfully, it is merely nature, not man that makes it look that way, also very shallow so you can see the life at the bottom of the river as well. What you see here is mud, algae and river grass.
There is unfortunately a section down River that is sometimes trashed as the Guadalupe has a popular tubing section. Thankfully it is MILES away.
