Its a species of Eriophorum. "Tussock Grass" or "Cotton Sedge." Its in the Sedge family Cyperaceae.
We get a ton of it in New England, a lot of the Greenland plants do well here at the higher elevations.

Thank you. Pasqueflower isn't a sedge, but is an anemone. Fields of it in the correct light resemble that photo. https://en.wikipedia.org/wiki/Anemone_occidentalis
