There will be no progress unless we engage and persuade the naysayers to change their views in a positive way. Simply shouting them down will accomplish nothing. Sadly I see little sign of progress a long time.

Speculating about the future - this is a very tough problem to solve! We live in a competitive world, and if a nation can gain advantage over its rivals by polluting then they are very likely to do so. By leading on climate change, the west risks losing its economic power versus nations that pollute, and hence its ability to influence further change.
