LPT request: "I tried to call but seems like you are busy" <- is this passive aggressive?

A coworker of mine would always message me if I missed their call, saying "I tried calling you, but you seem busy".

And it always ticks me off, of course I was busy doing something else, otherwise I would have picked up!

Is the person passive aggressive? Or am I being too sensitive?

What would you suggest me do in this situation?
