Currently I'm learning the Machine Learning Specialisation course, but without any quizzes and optional labs, because I have no money :( I've already reached the multiple linear regression, but all I know is only the theoretical part :(
My advice - treat this as if you don't have the solution, work your ass off on building the solutions yourself, and only if you are stuck have a look at the solution. This way you won't get the certificate, but if you are looking for knowledge you can get it all here.
All the lectures are freely available on youtube
In addition to this, for every topic, read blogs, watch youtube videos and look in kaggle for problems to solve.
Trust me, you don't need a single penny for learning machine learning from Internet. What you need is the intent to learn.
So actually I found out, that I have already completd the quizzes during the courses. So now I need the optional labs in Jupyter Notebook, so I could learn all the practic things in courses :(
Have you tried applying for financial aid? As far as I know, Coursera is pretty generous in giving out aid, and you usually get auto-approved in 15 days.

If not the course , I can provide good resources which are free
