I was thinking that I'll try using CNN for overlapping if similar things are in the image and GAN for the order, but I am sure there must be a better way since this is literally the first approach I thought of.

This isnโt really a fully developed thought, but how about an autoencoder of some kind? You would want it to accept the two halves of the image as input and reconstruct the full image.
