It's like $100 yearly subscription for InforME which gets you access to that and other Maine public records.

There are private services as well, I imagine they pull from an InforME account as well as other sources.

Yeah, its not really marketed to or useful for the average person. A law firm I worked at had a subscription that we occasionally made use of. Just saying, if you did want to find out who a car belongs to it's pretty trivial to do so.
