I'm also looking in Franklin County because the dad may have moved there Before he died. JACOB HAYNES lived there most of his life.

Yes, a portion of the Shippensburg area code is in Franklin County. Register of Wills and Recorder of Deeds in either county might have records. Not sure if they charge a nominal fee or will do it for free, but you probably ask for them to search their records. Might pull up a will or transfer of property. The Prothonotary in PA also oversees all civil procedure records in the Court of Common Pleas. If your relative was an orphan or had some kind of trust, there might be records there as well. Family search looks like it has baptismal books from the German Reformed Church online. With names like that, you’ll want to make sure you have birth and death records and middle names. The PA State Archives and Department of Health can help with birth and death certificates.

Your state historic and museum commission may offer free ancestry.com access. Libraries also offer it for free.
