Not sure which is the bigger scam. Random letter in the mail "you owe me $40" or guy on the side of the road "that's three bucks have a nice day".

Or just the idea of a toll on roads in the 21st century like everyone doesn't benefit from the delivery of people goods commerce etc. e tolling sounds nice but what a waste of resources to track it all.
