ATVs are illegal to drive on the streets of Providence- the law is clear on this. Just confiscate these vehicles, destroy them, and fine the offenders. Should solve the problem pretty quickly, no?

Just to add a step, if stolen return to rightful owners, or dealers they are sometimes stolen from. A shame when a reputable shop needs to block the door with their truck and chain their inventory to the floor.
