Maybe literally, but the whole point of the comment is to imply you don't need a brain to do the task. Obviously, literally, you need a brain to be alive so you may as well change your thought to "need brain for living" and leave it at that.

I think op means that it takes a brain to see that it does not take a brain to do the task

But that doesn't hold up. If the "brainless" individual completed the task, they're going to be aware that they were able to do it. And they probably aren't under the impression that Mensa is awaiting their membership.
