Where is this? I feel like it's along I-90 before hitting Moses Lake, but I may be wrong.

It's the Vantage overlook. It's a pull off on I-90 just before you start heading downhill towards Vantage. It's only accessible from the west bound lanes. If you enlarge the picture, you can see the Vantage bridge in the distance.
