Misleading af. They're demoing some building for new construction. The facility is multiple buildings.
These images are from a structure nearby Chesapeake Treatment Center which is on the grounds.

These are all being demoed. The ground is being backfilled to match the existing landscape. A few of the buildings have already been done. Plans are available to the public. This is the old Hickey School that is not behind the fences. As of right now, there are no plans for new construction
