Assuming this isn't /s: Absolutely not, and most of them have very prominent stickers stating this.

Actually Baltimore allows scooters on sidewalks when speeds on the street exceed 30mph. https://transportation.baltimorecity.gov/bike-baltimore/dockless-vehicles
