Detail isn't clear, but looks to me that he might be wearing a fall harness. I would hope that the city has good workplace safety practices...

I happened to be eating my lunch on a bench just opposite of where OP took this picture, and I can confirm, there was no harness in sight. I even remarked on it to myself.
