San Francisco is both a city and a county. Doesn’t that distort its ranking vs other cities?

Oh! I assumed it was municipal debt.

What kind of debt is it? I feel like mortgages alone would be bigger, but maybe not.

It’s the same entity. It’s the “City and County of San Francisco” so the city data by definition includes spending and debt that would normally be accrued at the county level. So not an apples to apples comparison.

Having income per capita as a bar-in-bar would provide some scale. Some cities may have high debt but also high income.
