America (maybe it was Britain, but I'm pretty sure it was one of those two) decided to do that for smallpox, and I believe we're bigger than Britain, and pretty much succeeded in that goal.

I don't know where you're from, but the first country to officially eradicate smallpox was Iceland, and they are certainly not bigger than Britain.

Here's the thing. The only way England can be the first country in the world to eradicate HIV is if they invent the vaccine/cure; they force people to get it; and they keep it to themselves. Anything short of being willing to do that and this announcement is nonsensical.
