What is the organization of the chart? Not alphabetical, not by population, not by championships…

It is alphabetical by the third letter of the last name of the current treasurer of the capital city of the first country to the west of the country shown.

Sorry, working with just 2 digits for year, best hint for completing missing data may be the wrong choice.

By year. Uruguay and Argentina were finalists of first tournament in 1930. Then Italy and Hungary... Wait, Czechoslovakia is lost in there for some reason.

From a per capita perspective, Uruguay and Croatia have performed so well.

And it makes you think how bad China are to have 1 billion+ people and no 11 top class players to make a World Cup competing squad!

OMFG Germany reached the final EIGHT times!

Edit, Brazil too.

Brazil reached the final six times (1958, 1962, 1970, 1994, 1998 and 2002), of which it won five times. In 1950, they were runner-ups, but there was technically no final match because the four best teams played in a group stage to determine the winner.

Weird to think of Spain and Argentina as the smallest countries to have won in recent(ish) times.
