Because it's not 15%.
Income tax alone is 20% on my gross income (different from full compensation). Other than that 30% of the total compensation goes to social contributions. These two concepts are mandatory and both go to the state, they are just organized this way because Spain.
Together they are around 45% of my total compensation. That's what most people would call taxes

it's still very low, in italy on 40k gross you pay 27.5% of taxes plus the social contribution
