I've seen clips from various sources before that feature mannequins that only move when you are not looking at them. Is there a game out there like this or similar?

They chase you in darkness and freeze when light is shined on them in the hospital level. Could be what OP is talking about.

Ahh this is the one from the clips I have seen. I am still hoping for a game about this though if it exists. Thank you. The only other game I can think of that features an enemy that moves when you are not looking at it is SCP. But there's so many different ones

Switchback VR does that based on whether your actual eyes are closed or not. I think it's PSVR2 only though.

IIRC there are some statues that change positions depending on where you look in Witcher 3. It was meant as an easter egg though.
