I hv opened background fresh, made sure I turn on all notifications, still not workin

Check your notification settings within WhatsApp settings itself.

Open WhatsApp, tap settings on the lower right, and tap notifications. Make sure it’s all toggled on.

Another thing I can think of is

Is your background refresh on Wifi Only or Wifi + Mobile?
Are you perpetually on low power mode?

Check the background app refresh. It might be disabled for WhatsApp
