I would like this to not appear automatically when I am near HomePod or Apple TV is that possible ?

Turn this off in Settings - General - Airplay & Handoff and then go to Automatically AirPlay to TVs and turn it to Never. Hope this helps

Have you tried finding a setting in your Apple TV for this? Try looking in the AirPlay section
