I think this happens if you receive a picture from an android user and your data is off or you turned off mms in settings.

Additional Info: Im on iPhone, they’re on iPhone, data is on and so is MMS

What version of iOS are you and the other person on? I'm having a similar problem with several people and I have found some success from updating to 16.3.1 (but not total success), so I wonder if it may have something to do with that.
