I lost my iPhone while on the train and obviously can track it. However the phone died and it still gives me updates where it is. Is this normal??

God bless thank you!!!another question. There’s some images which didn’t get uploaded to iCloud as I ran out of storage. If I upgrade storage now. Would I still get my other pictures back from old phone which weren’t uploaded at time

No they won’t get uploaded, the phone would have to be fully on to possibly see the changes to iCloud storage and then upload

Yes with iOS 15 and above newer phones can be tracked whiles it’s still off but not completely dead

Yes, newer iPhones from I think the iPhone 11 or 12 upwards can be tracked when the battery has died. They go into an ultra low power reserve which is enough for gps and cellular for tracking
