Hi, I reset an old iphone 7 that one of the kids had and wanted to use it for a grandparent. The iPhone 7 stopped at ios 15. I need to log into icloud so that i can download apps that are needed but i can't login as it says

"can't use your appleID on this device" Your apple ID can only be used on devices IOS 16.2 or later. This phone can't be upgraded to the lates software.

Not sure what to do here, how do i install apps?

Im not sure if you were trying to use an existing apple id or not. But you will probably have to create a new one for this specific phone. Other than that im not really sure. I have a backup 6s+ that stopped at 15.7 but its still logged into my original apple id. Except my icloud is disabled so nothing interferes. Also usually you dont need to login into icloud just the actual apple account to download apps
