I don't know who you should report this to, but please report it somewhere. Maybe seeclickfix? I feel like I've seen this exact situation at this intersection before.

Yeah I posted about the same exact intersection but it's not just limited to here. I get it all the time at other crossings.

Yes. Submit this picture also. The city will forward to NJ Transit, who controls the intersection signals.
