Money. Are the people of Holyoke willing to spend additional money on taxes to fix a bridge to Cape Cod? Probably won't be happy about it.

I'm just saying this is what happens year in and year out and it's the reason nothing has been done to resolve the issues at the Cape Cod bridges.
