When a tree grows, it adds on to the existing cells, the wood that already is there. So if you carve into a tree at point five feet high, when the tree grows that carving won't get higher. It may add tissue on to the outside to cover the scar, but it won't push it higher.
My point is that scar and metal seems pretty high up there. Those were some big ass trucks hitting it...or maybe something else happened.

It’s a perspective trick; the photographer is standing near the base of the tree and pointing up, so it may look like the metal is at the same height as the overhead cables but they’re likely no higher than the roof of a U-Haul or box van.

I think it's almost certainly U-Haul trucks, since they come in different heights and they all seem to use that chrome edging. Add in drivers that should never be allowed to drive box trucks and it's pretty clear why this tree is being abused like that.
