Last week they were filming and I was able to get right up by the fence with barbed wire but it seemed like they were just doing a few test runs

Wouldn't be surprised if they're just using the outside for establishing shots and filming the interiors somewhere else. However, if Lady Gaga is ever there, lmk and I'll be there in five minutes.
