Yes, you should be able to find the ticket using the DL number of whomever the car is registered to:

It may take a few days to get into the system.

Edit: I forget if that site lets you pay the ticket direct, but it should give you all the info you need to put the ticket into the OTHER site.

OP, if this doesn't work you can also call the municipal court and they should be able to provide the ticket info for you to pay on the website.
