Clearly our exorbitant council tax isn't enough to provide a council waste disposal centre that accepts all waste from the population of the local council. If they did what they were paid to do there wouldn't be any fly tippers, same argument as migrant gangs, make a legal route and the illegal one stops!

Bingo. Recently a dump where I was working banned pressure treated and painted lumber. They area didn't ban selling it and per code it's required, nor did they come up with what to do with the waste, just banned the dump from accepting it.
The employees at the xfer station were clearly done playing county fodder. Literally told me to just go dump it in the forest somewhere :/

Our local transfer station recently banned asphalt shingles. They recommend taking it to another city.

2500 sites is alot. There are only 48 counties. Quick math split that up to 50+ per county. Clearly no one has cared for a long time.

The local television news team did something about the problem near me a few years back. They set up hidden cameras at spots where dumping was committed. They had the vehicle plates and the dumped trash contained identifying information that matched up with the vehicle or where they parked it was the same place as the addresses in the dumped trash. Then a reporter and camera crew visited some of the dumpers at home. The news station web site even posted the names and addresses of the illegal dumpers. Some got criminal charges and fines, also judges can order the offenders to do roadside trash pickup work.
