justice was denied because the person whose entire job was to collect evidence didnt do his effing job. No data, no charges. Cop had one job-- be mad at him.

Even in the US, for what? They got the dog back so no damages there. Maybe if the bullet went thru the thief and into their wall or something, a claim for that may be possible I suppose.
Idk how it actually works in Canada, but I like the concept of tying criminal and civil liability connected to those criminal acts together. Would definitely give incentive for Joe Schmo US citizen to demand politicians to fix the issues with the US police departments.

I would think a good lawyer could come up with something like emotional distress or something, but the question is does the thief even have anything to take?
