Friendship is born through shared interest or shared lack of interest. I recommend hobby clubs or teams. Work is also a stellar way to meet people. Not bars / clubs though unless you are there watching sports cause it’ll seem like you’re trying to get laid.

Born and raised in the LES myself.
I have a friend that’s tried Bumble BFF when she moved from NYC to Philly. Other than that picking up a hobby like bouldering would be a start. From a work perspective. Speak up and attended events to at least show face and you’ll begin to have find your own weird group of folks. If you hate em you might need a new gig.
