I'm just tired of being the only one in an apartment building who will take responsibility for it.

I feel you man. The apartment next to me never does their trash right and ends up having trash piled up in a small mountain on the sidewalks. It gets so bad that people in my apartment had to clean parts of it just to use the sidewalks.
