Who the hell would want their neighborhood to not be an RPP zone?

Some people just hate the PPA. its kinda amusing. But the "old school" neighborhood knuckleheads got figured out. They'll spend $130 a week on scratch offs, but cant muster the $35 a year for the zoned RPP permits for their 6 cars, cos the "MAN" Then complain there isn't any available parking cos the out towners are taking up the free parking, people parking on corners and sidewalks etcetera. Then expect the PPD to handle it. Lol.
