The school district you live in might provide speech therapy for free as part of an early intervention program even if he is not in school yet.

If the child is young enough, your local hospital may have grant money for at home early intervention services. My sister has been doing this for 20 years and still loves her job and the kids/families The earlier the better for the kiddo.
