Italo American Club Rezoning

I received a piece of mail from the city that the Italo American Club is looking to rezone from R1 (residential) to C3 (heavy commercial) which seems inappropriate for the neighborhood. Anyone know what they want to do with it?

It seems weird that it would be C3 though. C3 is like auto body shop level zoning.

The applicant operates a cultural facility on the subject lots that includes a restaurant with provision of incidental entertainment. Incidental entertainment allows for playing of unamplified acoustic music and playing of prerecorded music below maximum volume without dancing, cover charges and light effects. The zone change is being requested to allow for live entertainment –ancillary use, which would allow for enhanced entertainment that would include amplified music, DJs, dancing and performances.
