Alex Jones used to talk about it on his show and my dad listened to him everyday on the way home from school… my dad bought some from infowars and it worked, it was this but w/ an infowars label

They would probably mask the plate to the camera/ flash, putting a clear lacquer would mute the reflection of the paint on the plate. Put a flashlight on a license plate in the dark, you will notice it's reflective paint glows and makes it easy to make out. I say my friend's ticket with the plate and it glowed. Thus glow is what might trick the camera.
