Modern to me is a dishwasher and garbage disposal. I'm not talking quartz countertops or hardwood floors. Just the standard stuff. Currently my bathroom is smaller then one of your closets

I wouldn't be so sure about that, I live in a very small house. Still what you're looking for is going to be hard to find, more so if your dog is over 30 pounds. (some places do charge pet rent).

So what rentals do you recommend. Instead of telling me my price range is wrong what areas do you recommend or what areas to avoid. What rental property companies are good? You seem to have knowledge of the rental market in Springfield

Rental Management I couldn't say, I own my house. Rented for a year before buying. Prior to the pandemic your budget would have been good but no longer.
I've seen posts similar to yours before and know that a good neighborhood is going to cost more.
I did find this, near the hospital, shopping and restaurants in a good neighborhood and this is about what you'll need. If you find something else I can tell you wether or not it's a good neighborhood.
