Why allow individuals to buy duty-free bulk anything, much less phones that a single person obviously can't personally use hundreds of?

The Japanese tax authority allows registered stores to not bill a consumption tax on certain goods provided that certain rules are met including quantities for personal consumption only. While it is legal to sell hundreds of iphones to an individual, the store should have billed the buyer for the tax due of what was beyond what is allowed and remitted the same to the government.
