I'd imagine it was encrypted. There are encryption schemes that allow k-of-n parties to decrypt, which makes the recovery damage resistant but still secure against a small number (<k) traitors.

An information security plan consist of multiple layers.

If it starts with 'it's physically located in a place where another country can pull the plug' then the plan for your secret services' datacenter simply dies then and there...

If the storage system itself is outside your security perimeter, you need encryption.

If you're worried about the reliability of the storage system, you need redundancy. In this case, multiple copies in clouds all over the world.

Europe is an longstanding ally of the US. Nobody is putting anything anywhere that can be PATRIOT-acted and governments are building their own private clouds and eating those expenses due to the national security risks. We've even started to fund our own armies (which is good) because we can no longer trust the red half of the US government.

So downvote all you want, but it's just plain ignorance to think all governments should have this in place and that it's easy nowadays.
