Just an FYI: It's not uncommon for legislation to sit unsigned by an NY governor (current or past) for weeks or months. Even ones with strong bipartisan and public support. That doesn't always mean that the governor is blocking it. They could let it become law without weighing in on it. Essentially abstaining.
